This course studies various citizens' associations that operate at the community, national and transnational levels, ranging from local community groups, neighbourhood-based organizations, nongovernmental organizations, nonprofit organizations, to social movement organizations. It will examine their functions in human service delivery, community building, human rights protection, policy advocacy, international development and social movements. Emphasis will be placed on their role in public governance through their engagement in networking, building of social capital, state-society synergy, shaping of collective identities and the constitution of an emerging global civil society. The problems of accountability and management faced by civil society organizations will also be discussed.
