This course aims to provide students with an understanding of the rationale and impact of public sector reform in China. Issues such as efficiency, effectiveness, accountability, coordination, responsiveness and participation involved in China’s public sector performance will be surveyed and discussed. This course will also discuss reforms’ implications for effective governance in China. By comparing various reform initiatives in the last three decades and similar reform initiatives in other countries and jurisdictions, students will be able to evaluate the effectiveness of public sector reform in rising to the governance challenges in China.
