International Conference to Inaugurate a Global Regulatory Governance 2019 香港中文大學政治與行政學系

Unpacking the Complexity of Regulatory Conference in a Globalising World: International Conference on Global Regulatory Governance 2019. This Conference was co-hosted by the Department of Government and Public Administration and The Hong Kong Institute of Asia-Pacific Studies at The Chinese University of Hong Kong. Strong support was provided from the European Consortium of Political Research (ECPR) Standing Group on the Regulatory Governance. The Conference was successfully held from the 4th to the 6th July 2019 at Cheng Yu Tung Building, The Chinese University of Hong Kong.

The Conference theme was ‘Unpacking the Complexity of Regulatory Governance in a Globalising World’ and addresses best practice in designing policies, programs and organisations on regulatory governance when faced with the challenge of an increasingly globalised world. Key thematic topics include regulatory governance in emerging sectors, global and regional regulatory governance, innovations, value creation in regulatory governance, trends and emerging issues in regulation, compliance alongside regulatory challenges for the Global South. We were deeply honoured to have an opening remark from Professor Rocky S. Tuan, Vice-Chancellor of The Chinese University of Hong Kong and a welcome speech by Mr. Law Chi-kwong, the Secretary for Labour and Welfare of the Hong Kong SAR Government. This was followed by a keynote speech delivered by Professor Colin Scott, Convenor of ECPR Standing Group on Regulatory Governance, in the opening ceremony on the 4th July 2019.

More than 200 delegates attended this conference, including prominent scholars from 31 countries/regions. These delegates participated in 48 parallel sessions to exchange views on various issues in regulatory governance. The conference provided an excellent platform for researchers, practitioners and other stakeholders to connect with each other and share their insights with peers on global regulatory governance. Furthermore, an editor’s forum was held on the 6th July to provide interaction with the editors of leading academic journals. Most notably, this included the top tier journals of Regulation & Governance, Public Administration, Law & Policy, alongside Public Policy and Administration. Most significantly, the discussion with the editors of these leading journals in the field also proved to be highly stimulating for all participants and clarified some of the key challenges faced during the publication process. We hope that the conference can aspire to promote research on regulatory governance in Hong Kong and more broadly in the wider Asia-Pacific region. In addition, key academic insights were shared with peers from West to East. At the same time, these noteworthy insights were disentangled, with the complexity of regulatory governance at the local, regional, and global levels in the three day conference.

Three academic network activities included the Welcome Gathering on the 3rd July 2019 alongside the Gala Dinner on the 5th July 2019 and the Farewell Gathering – the Harbour Cruise which took place on the 6th July 2019. The Gala Dinner and the Harbour Cruise were the key highlights of the week that marked a great conclusion of the Conference. The participants from overseas had an enjoyable and fruitful stay in Hong Kong.
